Main issue seems to be:
[ERROR] Fatal error: Can't open and lock privilege tables: Table 'mysql.host' 
doesn't exist

There is also this line in the dpkg logs:
/etc/init.d/mysql: WARNING: /etc/mysql/my.cnf cannot be read

I guess that with the reinstall you no longer reproduce the bug, so it's
difficult to investigate more ? If that's still possible, could you tell
us the ownership and permissions on the /var/lib/mysql directory ?
