I have this issue spoiling my work in karmic as well. Tried KDE 4.3.1 and 4.3.4 from PPA - all the same: the HTML message generated by KMail has extra qt-generated stuff in the paragraph tags which makes this HTML lose these empty paragraph marks when such message is parsed by other clients. The strange things is that even KMail displays this message without empty paragraphs when you open it from the Sent folder. Even browsers can't display the empty paragraphs in such HTML code. This really is a critical problem in my opinion - it is very unpleasant to see that such important bug is not fixed even a year since it had been reported. Please let me know if you need some more evidences.
