This happens to me as well, with my network which is set to be
"available to all users".  Whenever the association with my router fails
for any reason (temporary radio interference, for example, or the router
is in the process of rebooting). Network manager sets its state to
disconnected and refuses to try to reconnect to my network. My network
is shown in the dropdown list, but clicking on it just causes nm to pop
up the "disconnected" notification immediately.

The only way I have found to reconnect to my network, once this has
happened, is to go into the connection editor and re-enter the WPA
passphrase. When I go to re-enter the passphrase, I find the "password"
box empty.

Failure to connect using the saved password should not cause NM to
forget that password.
