This will be partially addressed by the upload of cryptsetup
2:1.1.0~rc2-1ubuntu3, but we're still missing a part that will let
cryptsetup continue prompting for passphrases even after gdm has started
(because a device may be added to the system late, and we're not
/supposed/ to block gdm on it).
If you want to always be prompted for passphrases for your devices
before gdm starts, you can arrange this by adding 'bootwait' to the
mount options for the device in /etc/fstab.
