Shutter is using gnome-web-photo for this task. You might want to test
it via terminal:

gnome-web-photo --mode=photo --format=png getdeb.net output.png

I get the same results here. Some webpages (e.g. getdeb.net) timeout
very often while other websites (e.g. google.com, ubuntu.com) can be
captured more reliably.


There are already some bugs filed against gnome-web-photo that might be 
interesting:
