Thanks for the bug report! As it turns out, this is by design. It is
the ownership of the directory that contains files that dictates if
files can be removed from a given directory. Moving a root-owned file
from $HOME to $HOME/Documents just means that $HOME and $HOME/Documents
are user-owned.
