The daemon is now controlled by upstart. The local copy of the avahi-
daemon startup script, /etc/init/avahi-daemon.conf, was modified by an
administrator to disable avahi-daemon from starting on boot. Changes to
a config file should persist, even if an updated version of the package
is installed.
However, when a package update was applied, the local config was moved
to /etc/init/avahi-daemon.conf.dpkg-old without prompting, and the
package maintainers version was installed instead. The service started
up on the next boot.
