I think this problem is actually Kwallet, not plasma-widget-network- manager. I don't use NetworkManager at all, but use Kwallet to store my passwords for Kopete, Kmail etc. and experience the same "timeout" if I don't unlock my wallet immediately after login, and can only use the applications by logging out and in again.
