It's unusual to not have grub-common installed as it's a dependency of both legacy "grub" and grub2 (aka: grub-pc).
At that time I was probably fiddling around with bootloader options, possibly having no bootloader at all, or possibly lilo - I can't recall. You could begin by running the command "grub-install -v" which will show what version of grub is installed. (0.97 is legacy grub and 1.97 is grub2) or you could go to synaptic and search for grub and see what packages are installed.
