Thank you for reporting this bug and helping to improve Ubuntu.
As noted in comment #6, this happens due to a broken interface
configuration. It's undesirable to have such a behavior change for
users in an SRU, but upstart itself is not behaving incorrectly here;
there is no bug to be fixed in upstart. The most we can do is treat
this as a blocker for the SRU publishing. I don't think that's the
right tradeoff to make, but I leave that up to the member of the SRU
team who will be approving the package.
