Don't mess with the file ownership :-) There are subtle semantic distinctions between "conffile" and "configuration file" at work here, and it does make sense for it to be the way it is. Unfortunately there is no way to register a configuration file as owned by a package without invoking special semantics that do not make sense in this specific case.
