Public bug reported:

I have found a bug related to gnome-panel, but I cannot report it.
(More precisely, I reported it but was asked to provide additional information.)
The bug is intermittent, I do not know on which factors it depends,
but episodically I encounter it after some hours of work.
The computer is a laptop, used mostly in a location without
any reasonable internet connection. 

So I have encountered the bug while having no internet connection
and ran ubuntu-bug with --pid.

What was wrong:  It collected the information and rejected
to go on because there was no usable internet connection.

What I expected: I thought it would save the necessary information 
on the disk and inform me how to post the bug report later.

(Even a command-line tool or switch would be better than nothing.)

Importance of this bug: this bug (misfeature) prevents me from reporting
a bug against gnome-panel (gnome-panel can hang the computer
under some circumstances).
