Just want to confirm same symptoms and same workaround.

A couple of weeks ago dad's Kubuntu doesn't print anymore.
Recognize that cups isn't running.
Verify that it should be (ls /etc/rc*/*cups)
Diagnose some more, realise that runlevel returns "unknown"
Eventually find this bug
Downgrade to upstart 0.6.3-10 as in comment #23 helps. Runlevel is 2 and cups 
is running.

Did not edit /etc/network/interfaces at any point above. Downgrading
upstart is the only change I did and it fixed the problem.
