I suffer the same "problem":
Expected behaviour:
Bluetooth is switched off in the bluetooth tray applet. If I restart my laptop, 
bluetooth sould still be turned off.

Actual behaviour:
Bluetooth is turned on every time I start my laptop - independent on the 
settings during the last shutdown.

Hardware-switch:
I have a hardware switch on my IBM T60p, but this one switches off all wireless 
(BT _and_ WLAN). Since I need WLAN often, I cannot use the hardware-switch to 
disable bluetooth.

Please let me know if I you need more information!
