Thanks to comment #19 (above), I seemed to have fixed things by setting
junk preferences globally. I had already enabled junk filtering by
account.

Apparently junk filtering must be enabled at *both* the global and the
account level for it to work at all. Not sure if this is a bug or a
feature, but the wording of the panels should be changed to reflect
this. (Those panels would be "Account Settings/Junk Settings" and
"Preferences/Privacy/Junk".)
