I get the same behavior if I go to Edit-->Preferences-->Main and select "Show my windows and tabs from last time" for the "When Firefox starts:" option. (I.e. when I set that option and then exit and restart Firefox, I still get my pre-defined home page rather than the tabs that were open at the time of exit.)
