I messed up one of the filenames in my earlier report.
/usr/share/PolicyKit/policy/org.freedesktop.policykit.policy
does not contain the lines I gave above.
The actual file I edited
/usr/share/polkit-1/actions/org.freedesktop.consolekit.policy
now the 'stop' section reads:
<action id="org.freedesktop.consolekit.system.stop">
<description>Stop the system</description>
<message>System policy prevents stopping the system</message>
<defaults>
<allow_any>yes</allow_any>
<allow_inactive>yes</allow_inactive>
<allow_active>yes</allow_active>
</defaults>
</action>
I also tried without the <allow_any> line, but neither seems to work.
