Binary package hint: kde-systemsettings
The location of the setting to change keyboard shortcut is in
System Settings -> Regional & Accessibility, which might be nonobvious.
However, I dont think that this is a sane place. It might be better off to
relocate the "Keyboard Shortcuts" setting to someplace more obvious like:
System Settings -> Keyboard
