The tightvncserver section reads as follows.

"Customising your session

By default, tightvncserver provides a session with a simple window
manager and a terminal. The first time tightvncserver runs, it creates a
~/.vnc/xtartup file that you can use to customise your session. Here is
an example file that would give you a GNOME desktop:"


I believe "~/.vnc/xtartup" should read "~/.vnc/xstartup".  If I'm
mistaken thanks for taking the time to double check.
