I just installed karmic from the live cd download, and I had this
problem of not being able to log off without authorisation (which I
fixed by editing the policy file in /usr/share/.......forgot name) .  A
bit irritating as I'm the only user.  But this is my third 9.10 install
and the first time I have seen this. The previous two were upgrades from
9.4 and it didn't appear then.  I don't know about the power management
thing, I'm using desktops.
