This feature is essential before we start moving certain services over
to upstart.

A example is to be able to start a server running mysql as a slave
without mysql starting automatically, as we would need to verify binary
log position between the servers first.

Installing memcached, but running multiple instances via separate
upstart files would allow one to remove the default file, but a package
upgrade could replace the missing file, so one would have to edit it,
which could cause an unnecessary packaging conflict on upgrade.

Being able to script the these settings is required. The above plan
sounds perfect, except that it is not implemented yet.
