I'm going to mark this invalid because this seems to be pretty typical
of blacklists. At least two that I looked at, NJABL and Spamhaus, which
SpamAssassin uses, also cost money or might cost money in the future for
high-volume users. High-volume users probably know and expect to have to
pay for special service. Maybe you could document this on
http://wiki.apache.org/spamassassin/SURBL if you want.
