I can reproduce the problem consistently on my computer, but only with
Compiz enabled. I realised now that the problem doesn't occur without
Compiz.
1. Enable Compiz (System > Preferences > Appearance > Visual Effects tab >
Normal).
2. Move the mouse to the edge of the screen over some gnome-panel widget (eg.
the Places menu). The mouse must not be on the corner of the screen, but it
must be right on the edge of the screen.
3. Click. The widget doesn't receive the click event (eg. the panel doesn't
open).

in Karmic with all the updates installed up until today.
