bzip2 is now "Build-Essential: yes" by virtue of being a depends of
dpkg-dev, so it's no longer a bug to have bzip2 in the build chroot.
You can configure pbuilder to create a minimal buildd chroot by passing
--variant=buildd to pbuilder, see the /usr/share/pbuilder/pbuilderrc
DEBOOTSTRAPOPTS sample configs (set them in /etc/pbuilderrc). I believe
this is the default under Debian/Ubuntu (actually this was only
temporarily disabled in Debian due to apt not being marked Build-
Essential: yes, but this is fixed now).
