If you have "graphics-device-added fb0" you have a very old version of
the rules?!
Can you attach your gdm.conf for me. The current version looks like:
start on (filesystem
and (graphics-device-added fb0 PRIMARY_DEVICE_FOR_DISPLAY=1
or drm-device-added card0 PRIMARY_DEVICE_FOR_DISPLAY=1
or stopped udevtrigger))
