I wanted to let you know that I solved this problem yesterday. It's a documentation issue as far as people like me are concerned. I thought that the Vista OS may have done something to the USB stick when writing a file to it. So I rebooted under Vista and tried reformatting the "disk". That didn't work. Then I looked for something similar in Ubuntu without much luck. But I did see a utility to create a boot image on a USB stick and opened it. It had the format option I was looking for, and I used it - just the format - I didn't go on to create the bootable USB. That worked.
