Stefan -- I'm replying directly to you rather than updating the bug report because of the results I obtained -- or more correctly didn't obtain.
I updated the system first, and it loaded kernel 2.6.31-16 generic. I made the boot changes that you requested. I rebooted. Debug information did scroll by on the console. Unfortunately, this data is NOT being written to dmesg or syslog. I tried normal (nolapic) and debug boots several times to be certain of the results, or lack of results. I'm assuming it is related to when in the boot process the lock-up occurs. The data has not been written to the disk yet. Now, I could (ugh) manually transcribe the last screen of debug data from the console... no problem if that is the way to go. I didn't try to scroll that screen. Secondly... I was not sure where to locate the -17.54 kernel and honestly it has been a very long time since I manually updated the kernel. I'm more than happy to do that, but I'll need a bit of direction so that I get it right the first time.
