Sorry I know this is bug-report for Jaunty - however I have similar problem to corp.graph in Karmic AND this page showed up No #1 in Google, so I'd like to share the solution I found in this page for benefit of others.
The fix is quite simple : I just renamed /lib/udev/rules.d/61-mobile-action.rules, to /lib/udev/rules.d/51-mobile-action.rules Then plugging in the modem works as it was in Jaunty (yes, my ZTE MF622 was working staright away, flawlessly, in Jaunty) Don't ask me WHY it works though, I'm no expert on udev :-) But if I may guess - renaming that file into a smaller number (from 61 to 51) make udev processes it in a more timely fashion.
