pbuilder is not responsible for PPA builds; also it's correct that
Build-Deps-Indep are only installed on i386 on Ubuntu/PPA buildds. So I
don't see any bug here: either fix your package not to rely on the
-indep build-deps on !i386, or list them in Build-Depends.
