This bug shows up on the Ubuntu website: https://help.ubuntu.com/community/AspireOne "Note: The default font size used by Xubuntu is in many cases unsuitable for the small screen. Already during the installation windows can be bigger than the screen and the OK button is invisible."
This bug has been present since 7.10 or before, as we can see on eeeuser.com. I note that in 9.10 this bug is still preventing out-of-the-box installation: http://wiki.eeeuser.com/guidebooks:dealing_with_application_windows_or_dialogs_that_are_larger_than_the_screen "Unfortunately a default 7.10 Gutsy Gibbon install on the eee does not allow the window to be dragged above the top of the screen even when holding the ALT key so this solution is incomplete for deep windows which cannot be resized." This bug was reported on Linux.com for a Packard Bell BV computer, which has a small screen.
