You should select the extended partition first, before you can resize it.

@Mike:
sdb4 can never be a logical partition as those are always numbered starting at 
5.

Logical partitions are always painted as a box inside the box of their
enclosing extended partition.  Make sure you select the correct box (or
the correct line below the graphical representation) before trying to do
something with it (e.g. resizing).
