Do you use the same ssh keys on all the boxes having the issue? It could be 
specific to some keys options
Do you have some custom components installed? The gnome-keyring package has no 
Ubuntu change but it could be an interaction with some other compoent

You are right that somebody from the Ubuntu team should look at it, the
things is that we get hundred of bugs a day and the current take can
work only on a small part of those, nobody in the team has this issue
nor clue about the gnome-keyring code, it's just very unlikely that
somebody decide to spend days on that bug when there is hundred of easy
to trigger issues happening to all users. The problem is simply a
manpower and priority in work one, upstream know their code and usually
give good advices to debug such issues and can help to figure quickly if
that's a bug or an integration issue. Now it's up to you to decide
whether you want to let the bug sleep there until somebody got the
motivation to pick it up and either debug of forward the description to
the software writters or if you want to do that and maybe help to get it
sorted in a quicker way.

Note also that the fact you don't find a similar in other distribution
trackers doesn't mean they don't have the issue, it just means that
nobody reported the bug to their bug tracker
