Gnome-app-install uses the X-AppInstall-AlwaysOnTop to "float" certain
items to the top of a category. Edubuntu uses this in the Education
category as a delivery device for educational application bundles.
As this was an approved spec in Jaunty and software-store is officially
replacing gnome-app-install, it is a regression for Edubuntu.
