Simple answer here, it is not a bug. The Tomboy shipping with Ubuntu 9.10 is version 1.0 and it is the next version (I think 1.1 or 1.01) that allows sync'ing.
This is funny as I loaded up from fresh 9.10 at the end of October when Tomboy worked with Ubuntu One, and now, after a nasty hard disk crash, I downloaded the 9.10 ISO again and loaded it up again, and the old Tomboy notes was installed and now no longer syncs with Ubuntu One..
