"instead of in another window of itself"? Umm, what exactly _did_ you do in step 2? To reproduce the bug I opened an empty second evince window by typing "evince" in a terminal (without the quotes) and then dragged and dropped the image from the original PDF file in the other Evince window. I was a bit surprised that Evince displayed it at all, instead of giving an error, but if that's the program you are trying to use it will do it's best to open/display the file, rather than call another program. Is it even possible for evince to call another program? We are not talking about file associations in Nautilus here.
I think you should just settle for not doing what you did. Use the right-click -> Save Image As... feature instead.
