None of suggested workaround was solving this problem. I do not understand as well why it is marked as incomplete and who decide it
(is there an owner that may give how to set the correct rsyslog configuration without fresh new install ). I found many instances on internet with people having this same problem. Effectively it is not very important and a new install of ubuntu will solve the problem.
