I was able to reproduce it in a subdirectory of my music folder after some experimentation. The folder was '/home/bdavis/Music/[Singles]' and I was dragging to a subdirectory there named Temp. It took me a number of attempts to reproduce the bug, and I believe I've discovered the following new information.
The first is that both windows are in List view (Ctrl-2) as opposed to Icon or Compact view. The second piece of information is that the selection and scrolling only seem to occur if the targeted folder is expanded in the list view of the target window.
