I committed the fix for kdebase-runtime to the bzr repository. I added
icoutils as a Recommends, meaning that installing kdebase-runtime will
install icoutils by default (it'll also be included by default, etc),
but that one can also not install icoutils if they so choose as it is
not absolutely necessary for kdebase-runtime to function.
