I haven't tried it with the latest F-Spot yet to see if it is still present, but was easily reproducable; 1. Import a bunch of picture 2. Highlight only some of the pictures, or otherwise select some but not all of the picutres 3. Put a tag name in the apply tag box 4. Finish import
When done, it would tag ALL of the pictures imported at that time, not just the ones selected. Tagging afterwards works fine, and is successful.
