I just figured I'd mention that the same thing happened to me today.

I upgraded my second machine to Edgy last night, and wanted to upgrade
to Feisty devel now. I ran "update-manager -c -d" and was given an
Upgrade button that let me upgrade to 7.04, but then I had the gpg
problem (and didn't know how to fix it at the time so I just left it
alone until this morning).

This morning I reset the machine at some point I think and when I tried
running "update-manager -c -d" it no longer presented the 7.04 Upgrade
button. When I tried "update-manager -d --dist-upgrade" then it acted
like it was trying to upgrade to 6.10, but then said everything was up-
to-date.
