I'm not sure if this is really something network-manager can handle... NM only knows that it's connected to an AP, and that IP address assignment has happened...
In essence, what you're suggesting is that when a user connects to an access point protected by a proxy requiring login, that the system automatically start a web browser, forcing the login screen to display right away.
