Unfortunately I don't know any steps that lead to the bug occuring and it only happened once. From the generated bug report I'd take a wild guess and say that hald died for some reason, and that gpm relied on it for its data, but stopping hald does not seem to impede the functionality of the panel applet on a stable upgraded Karmic install. Since I don't know how gpm works and what changed since the problem occurred though, I have no idea if this is significant.
