Confirming the bug:

This is what gets sent to daemon.log after  'Available to all users' is
activated and connection info is stored:

The corresponding system-connections file has the following info:
[ipv6]
method=manual
ignore-auto-routes=false
ignore-auto-dns=false
never-default=false

Therefore it is impossible to configure IPv6 connections system-wide in
current NM version.
