Just to contribute, I also experience this bug. I have a number of filters, using various filter criteria. None of them are run on my IMAP accounts.
Let me add, this has never worked on Ubuntu. I switched to Ubuntu from Gentoo under Warty. I've upgraded to every release, and it never worked on any of them, which continues to this day under Edgy.
