I managed to have access to a machine where the bug does not show up.
That machine has a /etc/network/interfaces file containing exactly the
"auto lo \\ iface lo inet loopback" lines.

So this seems to be a relevant clue to bug hunting. In which way this
file interferes with localhost being brought up? (in other words: how
can we consistently fix this issue, without relaying on user-modified
config files?)
