I should have been more specific: in addition to the scheduled speed
limits, you can also enable/disable the Temporary Speed Limits manually
by clicking on the turtle icon in the statusbar at the bottom of the
main window.  The turtle turns blue when the limits are enabled, and the
button's tooltip also gives a few hints.

>From the description, it sounds like you might have clicked the turtle
in the statusbar by accident, which would manually enable the Temporary
Speed Limits regardless of the scheduled settings.  If this is the case,
re-toggling the statusbar's turtle button will turn off the manual
override.
