I should have been more specific: in addition to the scheduled speed limits, you can also enable/disable the Temporary Speed Limits manually by clicking on the turtle icon in the statusbar at the bottom of the main window. The turtle turns blue when the limits are enabled, and the button's tooltip also gives a few hints.
