This ticket keeps getting curiouser and curiouser. There are now three separate issues, none of which I can reproduce, unfortunately:
1. if you start to add a torrent but hit "Cancel" instead of "Add" in the Torrent Options dialog, for you the torrent is still being added anyway; 2. Removing the item in Transmission doesn't remove the file in ~/.config/transmission/torrents/; 3. Transmission doesn't download anything at all, even on well-seeded torrents like Ubuntu and Fedora ISOs. I'm beginning to suspect there is a configuration issue with your system. These are all three fairly serious issues that would each generate dozens of bug reports if they were being experienced by other users. That's one warning sign, but for three of them to show up on the same system makes me even more suspicious of the system configuration. Are you using the version of Transmission that shipped with 9.10?
