Public bug reported:

Binary package hint: gdm

If I enter the wrong password at login, gdm seems to restart, when I
enter the correct password Gnome starts (as expected). Then when I try
to shutdown the machine (using any of the shutdown menu items) it goes
back to the login screen. It won't shut down anymore. Only way is "sudo
shutdown -h now".
