Please do not assign other people to bug reports.
This usually happens because apt cannot work out how to upgrade packages
when there are some being kept back because of dependency problems. We
are closing this bug report, since 7.10 is no longer supported. If this
is still a problem trying to update/upgrade please ask for help on IRC
at #ubuntu or in the Answers section of Launchpad, and please file any
other bugs you may find. Thank you again :)
