Public bug reported:

Binary package hint: synaptic

There is no point in offering the user the option to "completely remove"
a package when it has no configuration files to completely remove. It
would make sense to keep this option unselectable when selecting a
package that has no config files.

** Affects: synaptic (Ubuntu)
     Importance: Undecided
         Status: New
